How are the Koreans treated in the Japanese cities of Kyoto and Osaka now?

I have been reading that the Japanese government treated the Koreans like second-handed citizens, since the 18th century till now in occupied Korea and the Japanese mainland. They were denied rights in their homecountry under Japanese rule and in Japan. I wondered how the Koreans are doing in Kyoto and Osaka.
