Wheelchair ramp at the back door? Wheelchairs prohibited in the front lobby?

If you went to an upscale hotel/casino and saw a sign that said the wheelchair ramp was at the back door and wheelchairs were prohibited in the front lobby, would you be offended? If you asked the manager to explain, and he said wheelchairs made some guests nervous, because they were afraid they might trip over them or something, so people in wheelchairs should ask the back-door doorman to check them in, which he would do free of charge, what would your opinion be of that rule? Keep in mind that it's an upscale casino, and the average person in a wheelchair is not likely to go there very often, so it's not a significant inconvenience in their daily lives.
