What is the name of this movie?

I remember watching this movie when I was younger. It was about either a robot or a cyborg it vaguely reminded me of Short Circuit, maybe has the same writer or director? I think it had two movies, the only one i can think of though is about a boy cyborg who gets sent to a school, maybe college? and he meets an other cyborg that's a girl and fall in love. But a bad guy wants their technology or something?? Any ideas??
