Can a specifically designed bomb be detonated in the eye of a hurricane to disrupt its motion and weaken it?

Why can't NASA or the US military create a bomb or missile that could detonate in the center of a hurricane, sending a mive shockwave through the air that would disrupt the hurricane's cyclical motion and weaken or breakup the hurricane, all while it is still over the ocean? Obviously I'm talking about a weapon that would not impact the environment long term by contaminating the ocean or causing any nuclear fallout.
