I believe that companies will pay an employee whatever they can get away with paying them. People are not always paid what they are worth. There are probably lots of reasons why people who are underpaid stay at their jobs, such as they take "learning" jobs, or perhaps they don't want to be a job hopper, or they are desperate and have to take whatever they can get at the time. Not all areas have an endless job supply and it can take a really long time to find the right job.
