My 3 female dogs 14 & 4 border collie, 8yr Aussie, the 4 instigates fights which ends up w/ hospitalization.?

I know my little one is trying to set who is top dog but its been too long and she's been knick named Jekel & Hyde. What else should I been doing to have her get over that she's not top dog?
